How do you get Catagorised?

I joined a club this summer at the end of their season of racing, I am wondering how do you get categorized? a guy told me that you pick your own Cat and if you get dropped it's up to you too push on, I find that hard to believe, If it's true what are the general guides if any to become a CAT1 CAT2 CAT3 CAT4?

Everyone starts at CAT4 with a BC license, you earn points in qualifying BC races and move up the ranks.0

Your mate sounds like he's referring to TLI or LVRC races.0 -
