I've found a list in an old notebook (while looking for something else). It goes like this:

Petacci
Chavenal
Hushovd
Petacci
Cavendish
Cavendish
Chavenal
Schleck
Casar
Paulinho
Cavendish
Rodriguez
Vinokourov
Riblon
Voeckler
Fedrigo
Schleck
Cavendish
Cancellara
Cavendish.

Which Tour was that, and whoever won it, he didn't win a single stage.

    Contador didn't win in 2010 though did he? Schleck "won" TdF 2010 and won two stages in the process
