Training on small hills?

I have been road cycling for a few years now, but it is only last year that I start taking it more seriously. I mostly ride by myself for fun, as I am not competitve and I feel that I will just slow down people around me. But now the weather starting to get a little warmer, I want to start some training for self-improvement, and perhaps even a race or two along the way if my condition is ready.

So now I am developing a training plan. Over the weekends, I could go for longer rides. But during weekdays I have to work, and I might only get an hour or two before the sky gets too dark to train. Below are the two hills that is nearby by which I plan to train on once or twice during the weekdays. As you can see, the hills are not very long, and the gradient is nothing too steep neither, but around my area there are only small hills like these.
Perhaps I could push myself hard for these short period of time during weekdays when time is limited. And go for long distance during weekend, when time is not such a big concern. So do you think I could train on these small hills? and what do you think of my plan for improve my performance in general? Any comments and suggestions are welcome.

    Neither of those two hills are particularly small. The top one I would class as quite a long climb by UK standards and the second one is pretty steep and not too short. I'm not quite sure what you are looking for as you can develop a training plan on any terrain or are you training with a goal of completing a hilly event? Or are you asking if just riding up the hill will be enough? You could build some hard sessions by doing repeats on either of those hills.
