To be honest I think the UCI is short of funds so is sanction riders easily to try and get the fines.
Does anyone know if the UCI gets fines which are related to a rider's salary if sanctioned? If so, on what logical basis are they allowed to have this money?
I don't understand this. He's been using it for 15 years, his old team didn't seem to know about it, he didn't have a TUE, he's never tested positive before, despite using it for the last 15 years.

On the contrary the worst thing they can do if they're strapped for cash is get involved in the legal wranglings involved in a contested positive.
