To be honest, I think this is more to do with the fact that Christian Horner loves stirring up pitlane gossip, and is perfectly happy to use the media to do it.
Remember the "adjustable ride height" thing? That was pretty much entirely down to Horner cranking the rumour mill with a few well-placed ambiguous statements.0 -

I've just sat down to watch the recording of the race (was at Mum's for the race proper, so had one eye on and one eye off).
The pre race footage of Graham Hill doing a flying lap was incredible. First, for how little the basic layout remains unchanged - that bloody great lump on the straight exiting Casino Sq is still there, and if anything is worse now than it was then. The hill up tom the Casino and Casino Sq look identical, demanding the same lines now as they did then, the start grid straight looks no different (apart from the boxes being painted more obviously now).
Differences: the corner before the hill up to the Casino is more acute now; it looked liked there were palm trees on the inside of the hairpin!; the tunnel is a lot longer now than it was then - additions to both ends.
Vettel's flying lap looked like Hill's at double speed.
