Training plan for hilly area's

First off I want to be very clear this isn't a moan, I have perfect cycling terrain, however...
... Living in West Yorkshire I am surrounded by lots of short sharp climbs. Most of my 'training' is done on my commute to work which doesn't contain a single peice of flat land.
Whenever I read training plans they talk about intervals etc bbut how do people manage the recovary part when they are on a climb? Would I be best training by giving everything on the climbs then recovering on the descents?
How would you train when faced with a very hilly ride? (my commute is 10 miles each way with around 700 feet of climbing)
