I'm in Newcastle and haven't ridden my road bike since November when it first got icy. I came off on some black ice and didn't ride at all for a few weeks. NOw I'm commuting 12 miles each day taking offroad or well maintained routes. I'm also riding mtb on Sunday and Thursday nights. I'd recommend mtb for those looking to get out. Grip is less of an issue and with flat pedals and relaxed riding position you are less likely to properly come off on ice. Won't be back on the road until the it get's considerably warmer.

You can't get unfit in a few weeks but an accident on ice could end your entire winter training, year or career if you are unlucky.
