toe clips are a thing of the devil.

but you can use what you want.

Personally Flats or SPDs.

For racing definitely SPD's or at the very worst toe clips. If you're a complete beginner to cycling/racing then flats will at least give you the confidence that you can put your feet down when the going gets a little hairy.
