Track Speed vs Turbo Speed in watts

I usually frequent the Hillingdon Thursday evening Prime coaching sessions, before it ended I was in a group doing 22.5 mph on average for the hour. On my Kurt Kinetic turbo I did a 1 hour FTP last night and averaged 17 mph. According to the KK figures 17 mph equates to 183w and 22.5 equates to 336w.
How can it be so different, yes it is group riding at Hilingdon and my wheel size was set to Auto on the Garmin?
Am I missing something or is this normal?

Speed never equals wattage. It's a virtually impossible calculation unless you're cycling in a vacuum. Too many other variables at play.0
