exercise after a while off

got out on my bike for the first time in AGES today, and i was soooo painfully slow.
up until wednesday last week i was training ten times a week (but not on the bike) for rowing. having had four days off I had started to become impetuous and grumpy so decided some exercise was in order.
went out round richmond park. usually I find it relatively easy to maintain about 34/35 kph as an average for one lap but today I was barely able to get consistently above 25/26 kph.
does anybody else find that after a period of rest, they are less quick and find their legs to be heavier?
