Yes, they can cancelled the last two circuits, knocking about 15km off the end. A huge thunderstorm passed overhead and it just tipped down. I don't think it made any difference to the results. A small group was 30secs ahead when they reached the city but by lap 2 this was down to a pair of riders, and by lap 3, when the roads were like rivers, a solo rider only had a 5 seconds on quite a 25-30 strong pack including Schleck and Carrara. Armstrong and Voight cruised past 30 seconds later.
I'd given up cycling between my two vantage points and took refuge in one of the numerous old towers. Typically the sun came out just after they'd called the race short and within 5 mins the roads were dry again!

According to the website they gave the riders the time of the 2nd lap, and the placing of the third lap.

Ah, looks like cyclingnews got it wrong at first and didnt realise that the times had been neutralised. They were reporting that the time difference had caused Armstrong to lose third overall but they are now reporting the opposite.0
