Where to go: January training for Road & MTB

I'm looking into running a winter training camp for my uni's team, and was wondering if anyone had any suggestions for a destination. It'll be for two weeks(ish) before term starts in January, so the first two weeks of the year realistically. I'm looking for:
Weather that's decent enough to ride in. If it was dry that'd be lovely.
Self catered accomodation for ~10 that is tolerant of bikes
Good riding for both Road and MTB riders. Doesn't have to be massively technical MTB stuff.
Cost as low as possible. We'll subsidise it but people are still going to be paying the majority.
Any suggestions? Its the MTB bit that makes this more tricky for me as I don't have much idea about where's good...

not far from Brechfa and/or Nant yr Arian - plus plenty of big road climbs in any direction - especially out towards Llanllwni mountain...
Can't vouch for the weather though - although assuming you are looking in the UK, then almost anywhere would be a risk at that time of year....0 -
Sorry, I meant to say abroad. UK probably will be out of the question with weather. There'll be no chance of doing it from Uni as the weather's always rubbish, and if we're doing it elsewhere in the UK we may as well do it abroad as it won't cost much more. Andalucia - in hills north of Malaga - cheap flights, quiet roads ok weather. plenty of half empty hotels, hostals, B&B ? Or Mallorca?0

Me & hubby went there a couple of years ago - stayed in a British run B&B in Alora - made our own DIY road tours from there. Direct rail into to Malaga if you get tired of cycling or want to ride coastal strip - which is warmer.0
