XT 756 rear hub axle movement

Problem... found movement in the axle of the rear hub
purchased spanners and tightened up lock nuts
BUT....
found that spanner (parktool one 17mm ) is caught between locknut and cassette so can't tighten up enough and so still have play
So is the specific one from shimano thinner so to allow propper tightening or am I missing something?

I'm going to blow the bank on a new build ( within reason ) NOW DONE!!

remove the cassette.
but it is easier to strip the hub down and tighten the cassette side cone and lock nut up fully then rebuild the hub and set the disc side last."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

Thought I could get away with out having to do that. A trip round to my mates house to get the cassette tool then...I'm going to blow the bank on a new build ( within reason ) NOW DONE!!
