Resting Heart Rate

Hi all, I'm after some advice! My resting heart rate is normally 47BPM, however it recently dropped to 39BPM for around a week which I didn't pay any attention to, but my resting heart rate has now risen slightly.
I was under the impression that if your RHR rises by more than 10 percent you should take it easy for a few days, but what does it mean when your heart rate drops?
Should I have taken it easy when my RHR dropped instead of carrying on like normal?

This happened to a friend of mine last summer, and at the time he thought nothing of it. He's just bought a book called 'Periodisation' though, and it says a symptom of over-training can be a DROP in resting heart rate. Have you been doing a lot more than normal? And are you getting enough rest and recovery between rides?FTT
