No, in the same way that a park for cars is not a cars' park.
Is Earls identifying or describing (no apostrophe; cf United States Navy; electronics department), or possessive (apostrophe).
According to wiki (which is itself inconsistent in its usage), it is part of the manor of the Earl of Oxford. So one might think "Earl's Court" - singular Earl. Except that whilst there is only one Earl at any given time, the Court goes with the title, and there are from time to time successive Earls, each of whom has a claim. So "Earls' Court" wades in. But the title is dormant now, so there is no Earl of Oxford, and so no one to whom the Court could belong.
I still think "Earls Court" is right. "Earls" is now (in the absence of an Earl) doing nothing more than identifying the court, so no apostrophe required0 -

On the Earls/Earl's/Earls' issue, the letters page of the Independent has had a debate about this very point over the last few weeks. See towards the bottom of this page for one example.

I confess to not being sure where the debate ended. I suspect there was no consensus.
