Training for the flat

I seem to struggle on the flat parts of the roads when compared to other riders at my club. On the flat I need to sit on someone's wheels and rarely get to the front with my legs burning. Weird thing is I ride away from them on the hills and can also beat the majority at the sprints.
I weigh 12 stone so not feather weight and can do a 24.30 10TT. Is there any training that i can do to help me on the flats. I know that some people would be happy with this but I really am going for it this season and could do with help.
