I don't know what its called, but the bottom bearings sit on it and its attached to your fork steerer.
I have a new headset, going from crappy caged bearings to cartridge bearings, and i assume i'll need to remove that 'thing' attached to the forks. Hammer and screwdriver? Or is there a specific tool for the job? I haven't been able to find anything because i don't know what I'm looking for!!
Thanks

I'd get your lbs to do it. You'll need a crown race remover and a headset cup rocket. Not tools you need very often. You'll also need a press to pop in the new one.
All this can be bodged, but it is much better to use the proper tools.0 -
crown race.
look in the FAQ's or parktools."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

I've got the headcup remover and the press (well, their on their way) so no worries there.
I guess i'll just have to go to the LBS0 -
