Near Argeles, the small roads to Ceret are fine, as also the high inland road to Banyuls (even the larger coastal road if you are lucky to get a day with little traffic). Into Spain by Llansa and then turning westwards is fine too, quieter even, but you'd be advised to return via the coast rather than over the busy Col du Perthus.

Inland of Ceret you get more into the real Pyrennes, and there are some nice small quiet passes (e.g. Col Palomere) in the area bound by Ceret, Ille-sur-Tet, Espira and Amelie-les-Bains. I also liked a larger circuit north of Espira, i.e. Espira, Tarerach, Sournia, Axat, Col de Jau (a TdF col), Molitg-les-Bains, Prades, Espira.
