60 Minutes of Exercise - What's the Best?

I would appreciate some advice

I can only manage to do about 60 minutes of exercise about 4 days a week. At the moment I'm alternating between road biking on a road bike, a mixture of road/off road on a mountain bike, and fairly fast walking. If I do 60 minutes of road biking I might cover something like 18 miles. If I do 60 minutes on my mountain bike - mixture of road and off road I might do 10 miles, and if I walk I'll do about 4 miles.

There may not be an answer to this question but what I would like to know is which form of exercise from the above is going to improve my fitness the most?
