Turbo Problems

I have an Elite Volare Turbo Trainer. When I apply pedal pressure the wheel slips on the powerful sector of the pedal revolution. I have tried reducing tyre pressure and experimented with different roller tensions against the tyre but it keeps happening. Why is this happening? Could it be the tyre is not suitable (Michelin training tyre). Also does anyone know of any companies that service these as the tension cable is seized?
