2x20 intervals

2x20 minute intervals
For the first interval I can mantain my threshold HR of 170-173 bpm, and can complete the full 20 minutes. However, im struggling to maintain the intensity during the second interval. I find my cadence starts to drop ( around 5-10 minutes in) and my HR slowly starts to fall. I can still slog on for 20 minutes but not at threshold.

Should I just stop when I start to struggle, maybe adding an extra 2 minutes on my next attempt OR just slog it out for the second interval on the basis that whatever im doing it will be helping my fitness.
