How exactly? Would you have the police stop anyone "what looks foreign" and demand to see their ID? Total waste of money and time, besides which there'll be huge blackmarket selling the things furnished with our data, lost by this daft government.

ID cards. I was in France for nine years. I regularly, when in Paris, saw ID card swoops. Imagine arrivin at, say, Tottenham Court Road tube station, and finding a ring of armed police.
