There in a sentence is part of the problem

If those with a duty to uphold the peace and act fairly are regarding the public as scum is it any wonder they are treated back with sso little respect. Sorry to say this- but you reap what you sow. Regard people as scum and you will get little back from them except their behaving like "scum"
Take say a peaceful commute to work and look at the scared look on adults faces, never mind that of kids as police randomly shoot innocent commuters because of course they regard him wrongly as scum in the form of a suicide bomber
You're not wrong, Spen! It's a bit chicken and egg though. Does 'scum' become scum because they're treated like scum or are they treated like scum because they act like scum? Neds (or chavs if you prefer) appear to be quite happy, indeed proud, in a reverse snobbery way, to be neds. If you reap what you sow, perhaps they're called scum because that's how they treat others, property and society in general i.e. with a total lack of respect.

You are right it is chicken and egg.

don't for one minute think I am condoning criminal behaviour.

however, treat people like scum and they will behave like scum.

Football is a good example. In the 1970s/80s travelling to away matches, the police treated fans like scum and the fans behaved accordingly.

Post Hillsbrough the police changed tactics and it is noticeable how different fans behave now.

This is clearly not just down to one factor, but the cange is treatment of fans has clearly contributed to the way they have changed their behaviour

Immigration is a solution to an aging and lazy country. Thank god for the Poles. Nobody is afraid to punish crims. Pipeman - you are living in a dream world and the your (mis)information is straight from the shite end of the press who feed on your fears. Look around you.
