Wrong clips or bad foot position?

I'd like to work my way up to getting a pair of clipless pedals so I thought I'd start off with a pair of toe clips, just plastic short ones without straps to get used to the idea and see how they work out.
First ride out less than a mile cycled and I had to stop and take them off again. It felt like I was walking on tip toes - I didn't feel like I was able to really use my legs fully!
I used the largest size they had but obviously it was making me have my foot too far backwards.
Is this:
A) Bad choice of clips
Bad position of feet that has led differrnt muscles to be used and so forcing my foot in the right place highlights this?

sounds like your foot was too far forward on the pedal - ball of your foot should be over the axle0
