Blown 2 inner tubes!

Hi, relative newbie
Had to make up a separate wheel as turbo was killing my decent tyres.
Bought a 700c CFX rear wheel and used my old zaffiro pro slick 700x25 tyre, max 130 psi.
Have blown 2 tubes after fitting and pumping up, the tyre I used was a continental race 28 18/25-622/630. Looks like the inner of the rim has burst the tyre where the holes are that allow you to get to spokes. Only filled it to 100psi. The other inner was a specialised thin I had laying around.
I know I am doing something really wrong here,many help appreciated, thanks.

yes, sounds like you have no rim tape.0

Many thanks, will get some. Thought it was weird as always blew the tyres up to max before and didn't think inners were restricted0

Doh !!
In a pinch I've used two wraps of insulation tape in lieu of rim tape. Worked just as well.0
