PowerCal Heart Rate Spikes Problem

Does anyone here have a PowerCal and get regular spikes in the HR?
Forget the whole power aspect for a moment, I can't even get this thing to work as an accurate Heart Rate monitor. The problem is that every few minutes or so the heart rate will spike 10-20bpm above what it should read, hover around there for a few seconds and then go back to a normal reading. It will do this in any HR range in all conditions. So if I'm sitting at a near max 180bpm it will jump to an impossible 200bpm, or if I'm sitting at 130bpm it will jump to 150ish etc
Now I know there are common issues with HR straps and spikes, and I know about all this from owning a garmin soft strap. I know the problem is not static, or having a dry strap etc it seems to be the unit that's doing this. I even sent it back for a replacement and the new one is the same.
Just wondering if anyone else has this problem and if they have found a solution.
