Rear derailleur

Hi guys, so much too learn :-)
I've taken my rear derailleur off because I thought it was needing a overhaul, although I think the problem was the cable sticking in the casing. Anyway the two jockey wheels are quite wobbly, can they be replaced or better upgrading it? I'm doing 3000+ a year (just completed 3k miles)so I need to make sure it's in tip top nick...

The top jockey wheel is supposed to float side to side. They can be both replaced ie:
