Caliper standard (I.S. & post mount)?

Q. How / who established the i.s. (international standard) & post mount, for disk caliper mounts?
The only caliper mounting standard reference I can find on this, is this:

But it doesn't say who, presume Shimano, or a frame/fork manufacturer, or another business/organisation/person?
I guess Shimano met with makers of mtb's, frames & forks (Instead of the other way round, ie frame makers saying we put caliper mounts here on our frames, so please make hubs and calipers to fit! Obviously Shimano is the biggest groupset manufacturer they must have significant influence on the mtb and to a lesser extent the front suspension makers.
Especially since Shimano manufacture their own, and have done so for many years:
~ Hubs & Rotors/Discs which are bolted to each other, and
~ Calipers which are bolted to the frame/fork.

For a long time it was the prominent 'standard' - but post mount is taking over.
But as adaptors are easily available to swithc between them there are no forseeable problems.0 -
