This has been covered quite a few times (normally in October when the shorter days makes everyone head for the garage):

It depends on what you are trying to achieve - for really hard interval sessions, I favour the turbo as the resistance is easier to vary and you don't have to worry about staying upright when you start seeing stars. But rollers are good for improving your balance and pedalling technique.

So not really a "best" option, but if I could only have 1, I'd go with a turbo with variable resistance.

And just to confuse you, I'd go for rollers!

It does depend on your goals, that much I completely agree with. But as someone who is fairly new to road riding but wanted to keep up a steady routine over the winter I found the rollers...

    ... were MUCH more interesting
... DRAMATICALLY improved my pedaling technique
    ... MASSIVELY improved my balance
... made me much more able to handle a bike well

And I was still able to do some pretty hard interval sessions and out of the saddle work.

I'd go as far as to say they're the single most beneficial thing I've ever bought for my cycling. To the point where I still use them a few times a month now, just to keep my technique and fluidity in check.
