Watts are Watts & all that but...

Watts are watts and all that I get however does anybody else find it really, really difficult to produce threshold efforts into a strong headwind than when they are riding in an easy headwind.

I just can't seem to keep my effort up yet if I can on days when the wind isn't a significant factor.

Is it because my FTP was deliberately calculated on a circular route which was on a relatively light to moderate wind day ie 10mph.

For instance the other day I was going to do a 2x20 however the wind was in excess of 25mph+ with gusts much stronger into a headwind yet I couldn't manage to keep my watts up on a rolling course even thought I had ample resistance. When I tried I just seemed to die yet I've done this before and just upshifted and found a happy medium ie find the watts I wanted. What gives?
