Cars/lorries overtaking on the right then turning left

Does there need to be a special awareness campaign for car/lorry drivers urging them to THINK before they overtake a cyclist before turning left?

As well as the "undertakers go to the undertaker" campaign.

    I'd have thought that you'd need to get something happening from within the profession.
