Mongoose Teocali Super 2005 - with lockout?

I'm looking at an old teocali super 2005 model in a local store. The mongoose page says that the rear shock has a lockout, but the bike I tried at the store surely doesn't have a lockout. The shock is an Fox Float RP3 ProPedal, it has an orange knob to change the rebound, and that button works. Then it has a blue knob with the ProPedal label, and + and - sings. It seems to have 3 settings, but I cant feel any difference between the settings.
So my question is, should this shock have lockout? And shouldn't I be able to feel a difference in the amount of suspension when I turn the blue knob?
