yes you can. you can get 1 1/4 to 1 1/8th reducers. then you would need a fork, headset, stem spacers, stem. and maybe new brakes and levers. cantis or V's.
TBH if you are going muddy get new. as i am sure there is a shed load of other bits that need replacing.

thanks for that, are they easily available? if it is i will need to sort out a new wheel so i can run a disc brake. can you recommend a good head set and stem? i've just got back into riding and unsure of the market? thanks for your help. also could recommend a good xc fork?0

How much do you want to spend on a fork?
Has the frame got a disc mount for the rear brake?
Wheel budget?
Just for a rough idea, a set of half decent forks œ150, set of disc wheels from œ120, Headset œ30+, Stem œ20+
So far about œ320 for parts to get your 'old' bike up & running, for œ400-œ500 you would get a good specced hardtail, eg GT Avalanche, Carrera Fury, Claude Butler Cape Wrath D27, Merlin Malt 1 Deore (lots of others too!)

i don't really have a budget i either upgrade up frame or buy new? No it doesn't have a rear disc mount. could one be welded on?0

i can budget about 500 pounds on upgrades for my frame or if i can sell it i might be able to get nearly a grand for a new one?0

Possibly. But the stays may not be designed to take the stress. What year and model frame is it? I admire you wanting to do this project, but I don't ever think its going to be a great bike!

nope would require the frame to be heat treated really. and then repainted. A2Z do do an adaptor but it does not fit all frames.
