Traffic lights: short time on green

Just up the road from me on the bike commute to work is a narrow bridge that now has traffic lights on it. I've noticed on many occaision that if I arrive at the back of the moving queue and pass through the green light, by the time I'm near the end the awaiting oncoming traffic has already started heading towards me and I notice their light is green. I assumed this was because my green light must have changed to red litrally as I passed it. Thing is though, this has even happened if just one car is waiting and I'm the second person to pass through so we're talking about a few seconds after passing through it. I'm not exactly slow either! A slower person could be left facing head on with traffic. ( The bridge also encompasses a bend so you are unable to see approaching traffic until its too late.)

How do I go about reporting this?
