Big bike for a big person

A friend of mine is a little on the large side. Not fat as such, just very, very big.
He currently rides around on a raleigh somethingorother which, apart from being rubbish, is far to small and appears to be made of butter (when he rides it). Wheels bend, and gears get shredded very easily.
I said I'd look for a replacement, and i'll likely go second hand as the budget is small.
He rides moderately sedate off-road trails, nothing too serious.
He's 6'4" and weighs roughly 20st, with an inside leg of about 33".
Any suggestions on bike or likely frame size?

6'4 is gona be at least a 20" frame but above all else try before you buy.

I'm also 6ft 4 and I bought a 21" frame to start with and for XC it's perfect, but if he wants something he can throw around a bit more like I want now, a 19" would be better

I'd look for a hardtail. I had a lightweight cannondale hardtail when I was over 18 stone and I never broke it. For moderate off road I reckon any general purpose hardtail will do, an air fork is good though as it means you can tune the fork to the weight of the rider. The Carrera Fury has an air fork, maybe a good bike to look for second hand.
