Which wheels are better (not for me)

OK,
As some of you know, my brothers trying to build up a cheap bu fairly decent bike.

He recently bought some On-One Reetard rims on (I think) On-one hubs.

Thing is, he forgot that my Alex DM20s on 475/Formula hubs will be available for cheap as Im getting new wheels.

I dont think the guy has posted his wheels yet (off STW), so which wheels are better? Hes not TOO fussed about weight, strength is important, but doesnt wwant wheels weighing a ton.
Hes about 13stone, and we hope to ride the Alps in the summer.

Oh, the On-one wheels were œ50 for the pair.

If he can cancel the 'buy' should he?

I have the on-ones. I have two rear wheels, a 36 spoke and a 32 spoke. The 32 spoke rear is very flexy and I didn't like using it becuase of this, but the 36 spoke is plenty stiff enough. They are light, but i'm not convinced they will be very strong in the long term as i've already bent the axles slightly on the 36 spoke rear.
