Dawes Suntour Forks
My mate bought a Dawes 1.6
http://www.evanscycles.com/product.jsp?style=71345 fromn LBS , the forks (Suntour XCR) have dials on top of each stanchion, marked '+' in one direction and '-' in the other, What do these do? Do they do it in any noticable way on these cheap forks?

There the preload adjustment, On my Dawes from a while ago the fork (dmn forks) the adjustment was really good for cheap forks (i still use them for light hard tail XC)

ok, so does not affect how soft they are or how quickly they rebound. just how much drop there is before it tops out? Also, both dials do the same thing?

Well, it is in that they both wish they were Irish0 -
It sets a static force that must be overcome to activate the unit: therefore winding the adjusters (springs in both leg) inwards tries to make the fork extend. Your weight must overcome that, then it starts to compress. 25% of total travel is a good statrting point. If you cant get what you want, change springs. It can give the sunjective feel of the fork being softer at the start of the travel, though overall spring rate stays the say. Suffice to say less sag opens up more available travel, but the froks ability to extend is crucial for traction.

+ adds preload, - reduces it. Too much preload can cause the fork to top out in some cases.

Tother way round. Add preload for fozzes (so doesnt sag as much), remove for duncs (so sags more).
