Well, it is in that they both wish they were Irish0 -
you won't find a decent jacket under œ100. i have a north face don't know what, with hyvent was œ120 from snow and rock, and does the job beautifully. With cycling, make sure you get one that is breathable, yes they are more expensive but it lets the sweat out.
with trousers, i got a paor of paclite goretex for œ60, which pack away great when it stops raining, to just put over shorts when it does.

There are plenty of good options for less than a ton I would say. Have a look at some of the less well known brands, many are excellent.

mind you i only went to snow and rock, and the stuff i bought was the cheapest in the shop!
just looked at a couple of outdoor shops, and breathable jackets for about œ50
i take it back!
