Is it necessary for me to set up bank funding?

IIRC they require a bank acc detail or credit card detail to open a paypal account.
so they can get money if you buy loads of stuff and dont intend to pay for it.

No it's not necessary. Bank funding just allows them to instantly take money from your account, rather than going through the regular credit/debit card payment route. The monies are coming from the same place, just via different methods.
