Right according to a few people my webservers on a go slow. I've tried speaking to my webhost and he started talking about the bill (The tv program) and to be honest i really don't care. So could you guys ping 66.7.197.116 for me and give me the results please. Thanks.

Most of the traffic was Washington and Florida with a influx from UK. All response are around 200ms max.

I'd have thought it'd be slow because of lack of processing power, not because of slow net connections.
In which case, ping results aren't going to tell you much.

All depends on how busy the servers are, wether the line can cope and several other factors to add in.
In general, i've not had much problems with stateside servers, my teamspeak server is hosted in the Us, and i get around 52ms with 0-0.06% packet loss. But other servers i've used have had up to 150ms and 3% loss. will be different from server to server.

It depends on a huge variety of things. Location makes a difference when you're downloading 8mb DVD ISOs or something, but not really for page and image requests - for those it's down to what your server's sharing with other hosts, and how much of a share it gets.
Cheaper hosting will be a virtual host, so you get a share of the processing power and bandwidth of the box your site's hosted on. That box, also, only gets a share of the badwidth available to its rack, room, centre etc.
If the box your site is hosted on is suddenly under loads of pressure (resources intensive CGI, for example) your site will suffer as a result, since a lot of its CPU time is spent on someone else's tasks. Ditto if it suddenly gets loads of requests for that DVD image - bandwidth drops.
