not as easy as that, really depends on the bike. My Old Jekyll was designed for 26", they sold itwith 24" on, I changed it to 26" and rigid, it rode terrible.
No hard and fast rules sadly

Take it its best to have something good/solid on the rear for hard landings etc. and doesnt matter about something cheap on the front... although its good anyway
