Problem with Apollo FS26

Ok, here's the deal. I just bought an Apollo FS26 off a friend of mine for œ80, because I wanted a bike and I'm poor, and it's not a bad deal. Anyways, this friend brought it round, I pumped up the tires, checked it over, and it seemed fine. However, when I started to ride it, I got a strange sort of burring noise (burring is a good word, believe me, it's sort of what it sounds like).

I checked the brake pads and everything to make sure they weren't touching the tires and got back on. Problem persists. So I flipped it upside down in my driveway, spun the pedals by hand, and looked closely at the wheel. Lo and behold, it's not the brake pads. Instead, it seems that the wheel itself is actually leaning to the side when I take a turn, and rubbing against the frame. The frame isn't bent, and the wheel's not warped. What the hell can I do?
