FAO: People who read CVs/hire people

1) How accurate is the adage that it should be kept to one page? If it's not at all, what should be specifically on the front page?

2) How do I make dropping out of uni sound good? I've just come to the end of two years there, so it's got to go on it as an explanation of what I did. I'm perfectly fine with explaining the hows and whys, but i'm not sure they belong on a CV. Or in how much detail.
