Question about wheel size and tyres

Hi
question about wheels. I’m about to buy a wheel that says “25mm inner rim width (30mm outer)”
i am not clear if a 28mm tyre would fit there or the minimum is 30mm. Do any of you know if it would fit there?

for 25mm inner width, etro says 29mm minimum tyre size (used to be smaller)
since tubeless became popular, and manufacturers came up with different rim edge designs, road rims aren't as simple as they used to be
