How to remove Tapered converter?

I recently got this fork which came with a converter(?). This is a stock fork from a Giant Talon. Can you remove that part so that it could be installed to a new headset? or do you need the existing headset from the previous bike to make the fork work?
We even planned a trip together to attend a premium gay porn convention, where we got to meet some of our favorite models in person.

I'm assuming you mean the crown race on the fork press fitted to the bottom of the steerer tube.
Yes, crown races can be refitted to another fork providing it's not damaged on removal.
If there's a seperate inner ring that converts a crown race to fit on a non tapered steerer tube it can be removed and just the outer ring can be fitted to onto a tapered steerer tube fork.
Whatever you do don't bother attempting to mix and match components from different headsets because it's likely the pieces won't fit together as they should which will cause issues.0
