Giant Defy mystery component

I have recently had a rattle develop from somewhere in the downtube of my 2019 Giant Defy Advanced Pro1. Upon removing the front end and shaking the frame, the pictured plastic tab thing fell out. I suspect it is the source of the rattle but cannot work out where it is from / what purpose it has.
Has anyone here got any idea?

    Bottle bosses an inch apart? Looks more like something to do with a frame plug for internal cabling. Do they have an internal guide near the BB? Anything to do with that?
