Nexus 8 Speed but only 5-8 Engaging?

Hi there,
I bought a parts Bike and re-assembled it at the weekend... bought mainly because it had the Nexus 8 Speed Hub as I run one on another Bike... wanted a cheaper knock around with similar gear setup... The bike was bought as a project - respray, replacement brakes and tyres.

No Gears/Drive on Gears 1-4?
So I knew how to setup and check the cable adjustment in 4th Gear... anyhow cleaned it put the back wheel in and set up the adjustment to get the yellow lines perfect and out for a road test at the weekend...
However, it spins and does not engage in Gears 1-4 but engages from rations 5 upwards - 5-8 are OK?? Odd - re-adjust check and back on the stand...
Not sure of it's history but looks in good condition... any ideas on what this could be or does it need a strip down and overhaul - re-oil? No clicking or clunking, everything seems smooth and drive is fine from gears 4 onwards?
Any tips or hints - could it be anything to do with the Red/Orange/Yellow dots on the outside?
Anything else obvious to check - thanks in advance.
