Gears skip/jump when in small chainring

My chain doesn't skip or jump when in the large outer chainring but when I shift down to the smaller ring my chain skips gears up and down the cassette. The chain is clean and well lubed and within stretch tolerance. Any suggestions?

I would suggest worn inner ring or long chain but if its going up and down the casette not sure .
