New gear cable needed?

Hi
My bike is shifting up fine 96% of the time, but does not go down straight away, then it decides to drop down a good few seconds later, I suspect the cable needs changing, it is the original cable since about 2014 it does look rusty in parts. At the same time I would change the outer too

Thanks, so do u think I should change the outer cable too at same time as it could have dirt in that too0

If it's 8 years old and showing signs of rust I'd replace both inners and outers. And while the cable's detached, take off the derailleur for a good clean and lube.0
