yep, freed people from state repression and made the world a safer place for a while
unintended consequence was the crumbling state freed the corrupt and criminal to run riot, the people bore the effects of decades of squandered opportunity and wasted resources, especially in russia itself
the more liberal former ssr nations did far better once they had the soviets off their backs, but russia ended up with the criminals in power

He certainly was. He was the forward-thinking General Secretary that the Soviet Union had needed right from its conception in 1922. It's fitting that his term brought it to an end.
